Committee –
SUMMARY OF THE CLUB RULES
1–The name of the Club shall be “SETTLE ANGLERS’ ASSOCIATION Ltd.”
2–The objects of the Club shall be the encouragement of true angling and the protection of the fish from netting, poisoning, etc. and promote fishing in a sportsman like manner.
3–The management of the Club shall be deputed to a Committee of 10 members (of which 7 shall form a quorum for all its meetings) who shall be elected at the Annual General Meeting. In addition thereto a Chairman, Secretary and Treasurer shall be appointed annually.
4–The Annual General Meeting of the Club shall be held in the month of November in each year upon a date and at a time to be fixed by the Committee.
5–The Committee shall at any time for any special purpose call a Special General Meeting and they shall do also forthwith upon the requisition in writing of any ten members stating the purpose for which the meeting is called.
6–The Club shall consist of not more than 150 paying members.
7–Every Candidate for admission shall be proposed by one member and seconded by another, both of whom shall, in writing to the Secretary, vouch from their personal knowledge for the fitness of the candidate. The candidate shall be elected by the Committee.
8–Immediately upon election of any member notice thereof shall be given to him and he shall thereupon be furnished with a copy of the Club rules and be required to pay within one month from the date of such request, the non-refundable entrance fee of £270.00 and the first Subscription. Upon payment of the entrance fee and subscription he shall become a member of the Club and bound by these Rules. Any new elected member may, if it is agreed, pay the entrance fee by 10 monthly instalments + £10 by a bankers order providing the year’s subscription has been paid and the first payment of the bankers order is made before the 28th of February of that year.
9–The annual subscription for 2020 will be £150.00 due on the fifteenth day of January and must be paid by standing order which must be set up with the member’s bank. No cheques or cash will be accepted. If any member shall not have paid by the first day of February, the Committee may cancel his membership forthwith. Further, any member whose conduct is deemed inappropriate by the committee or declines to abide by any of the rules or bylaws of the club may be suspended or expelled by a resolution passed at a meeting of the committee where their entrance fee and subscription may be forfeited.
10–Any member may resign his membership by giving to the Secretary notice in writing to that effect. Such notice shall be given on or before the First January in any year.
11–It shall be in the power of the Committee to expel any members not conforming to the Rules or bye-laws of the Club.
12–Any member desirous of making an amendment or addition to the rules, shall notify the Hon. Secretary of his intentions, giving the particulars in writing of the proposed alterations one month before the Annual General Meeting.
13–The Committee shall have power to elect persons as Honorary members without payment of any entrance fee or subscriptions, but such election shall be subject to confirmation at the Annual or Special General Meeting next ensuing the date of such election. Honorary members shall only have the right to fish the Club waters. Life members shall be entitled to all the privileges of full members.
14–Any member attaining the age of 75 years and a member for a minimum of 21 years may be considered by the committee for Life Membership.
15–The fish catch return booklet must be completed accurately and returned to the Secretary by the 15th November.
16– Members must possess a valid and appropriate Environment Agency fishing licence.

BYE-LAWS AND REGULATIONS
New Rule Spinning is not allowed unless the height of the river is above 0.8 metres on the E.A. gauges at Arnford. Penny Bridge and Locks Weir. Links to the gauges are on the website. Height markers at Arnford, Hollin Hall beat and Settle & Locks Weir. No Spinning is allowed between 15th March and the 15th of June, to protect juvenile salmon from large gape treble hooks.
N.B. Due to the decline in the numbers of salmon running the Ribble the AGM ruled that all salmon are released.
To help salmon survive, please avoid worm fishing.
1–That the methods of fishing for members shall be with artificial fly, or spinner or worm. Fly fishing only is allowed between Gas Works Bridge and the tail of Gildersleets Pool. Shrimp is only allowed on the Stainforth Fishing. The use of circle hooks when worm fishing has been found to hook fish in the front of the mouth allowing easier release, the committee have ruled that sizes 12 to 4 circle hooks must now be used when worm fishing.
2–That no salmon spawn, maggots or medicated baits shall be used, nor ground baiting or “feeding” is permitted in any part of the Club’s preserves.
3–That no more than 1 brace of Trout or 1 brace of Grayling shall be taken away in any one day. Grayling of 12”-15” to be the takeable fish.
4–That all Trout under 10 inches in length shall be returned to the river.
5–Members are allowed nine £10.00 invitation tickets on the Ribble, with four being available during the period 15th March to 30th October, and the other five tickets can be used from 1st November to 14th March. Members are allowed three £10 invitation tickets on the Wenning. Members are allowed six £10.00 invitation tickets solely for use on Winterburn Reservoir. All guests must be accompanied by the member and no guest is allowed more than three invitation tickets. These tickets are available by simply emailing the Secretary on bobandbarbarag@tiscali.co.uk or settleanglers@talktalk.net stating the guest name and date of use. A printout of the email or same displayed on an iphone must accompany the member and the fee of £10.00 to be forwarded to the Hon Sec. (a cheque payable to Settle Anglers). Alternatively, a letter with guest name, date required, a cheque and a stamped addressed envelope can be posted to the Hon Sec a week before the required date.
Non-compliance with these regulations will render any member concerned liable to summary dismissal from the Association by the Committee.
6–Guests fishing Invitation Tickets with members and Ribblesdale Anglers, shall be allowed on the Arnford Water. Ribblesdale Anglers are not to fish on ex Long Preston Anglers water, i.e. right bank below Cow Bridge. Flyfishing to be the preferred method on this stretch. A condition of the 2015 lease of this water is that the fishing is by fly fishing only.
7–Junior relations of members under the age of 16 years and being their children or grandchildren are allowed to fish with members, using their own rod. Members to be responsible for the junior’s health and safety whilst on the riverbank. No juniors to fish unaccompanied. 12 year old’s and over require an E.A. Rod Licence.
8–Close seasons as per the Environment Agency Licence. Members attention is drawn to the E.A. byelaw restricting persons from fishing within 20 metres above and 50 metres below any weir in October or within 5 metres of any fish pass at any time of year.
9–Under present Association rules all salmon must be returned safely to the river.
10–Every member fishing Settle Anglers’ waters must carry the appropriate current Environment Agency licence along with proof of membership of the Association and the documents must be produced on request by any member, official or authorised Bailiff.
11–All members: Full, Honorary or Life are required to have carefully read, signed and returned to the Secretary, the Health and Safety Document prior to any angling activity.
12- The committee have now ruled that fishing the Foss pool at Stainforth and using the metal ladder to land fish is too dangerous and any member breaching this rule does so entirely at their own risk.

WINTERBURN RESERVOIR
FISHING SEASON 25th MARCH – 30th SEPTEMBER
Access to the reservoir is gained from the Airton to Cracoe road or direct from Gargrave to Winterburn; follow the road through the village to the reservoir. Parking is on the grass verge on the dam wall, take care to leave adequate access for farm vehicles on the road. We do not have vehicular access along the road to High Cow House – to gain access to the north end of the reservoir follow the footpath along the road or on the side of the reservoir.
The numbered car window sticker is mandatory, displayed clearly. The fishing is FLY ONLY and includes Winterburn Beck as far down as Rookery Farm. Members may take a guest as per regulation 5 in the handbook or email bobandbarbarag@tiscali.co.uk, carry a copy of your email or a copy on your iphone, bearing your guest’s name and date required, forwarding a cheque for £10 to Hon Sec payable to Settle Anglers’ Association.
There is a small hut adjacent to the dam wall, please record details of catches and comments to guide the committee with future options. Combination lock number 1956. Please keep to the routes and access we have agreed with the farmers marked – – – – in RED on the map.

Over the past few years the numbers of cormorants feeding on the reservoir have steadily grown till in 2014 there were upwards of 10 to 35 birds there at any one time each consuming approx. 1.5 lbs of fish/day, often resting on the boathouse roof as well as on the water. The committee would like members to report the number of cormorants seen when fishing on the reservoir and if you are alone on the reservoir scare them away using a starting pistol and blanks left in the hut, keep the pistol with you in case the birds return.
WARNING
We have been advised by the previous tenants that in times of low water the level of water in the reservoir can subside considerably to reveal dangerous mud. DO NOT attempt to cross to gain access to the water! We do NOT use the boathouse. It is in a dangerous condition. – do not enter.
Please beware of very steep banks and deep water in close proximity to the water’s edge especially at the north end on the east bank where the stream enters the reservoir.

On a serious note, in 2019 when we came to examine the life jackets from Winterburn it was found that two life jackets had been activated for some reason but then had been repacked to look as though in perfect working order. This is a very dangerous thing to do, someone may be in desperate need of a working lifejacket in a boating accident. PLEASE ENSURE THIS NEVER HAPPENS AGAIN. Report the jacket activation to the Secretary so we can repair and service it.
INFORMATION GUIDE FOR USING THE BOATS AT WINTERBURN RESERVOIR
IMPORTANT. THE BOAT MUST ALWAYS BE RETURNED TO THE CHAIN MOORING AND LOCKED UP AFTER USE.
Maximum 3 persons allowed per boat and all must wear lifejackets. The life jacket must be worn on top of any other clothing.
The lifejackets and auxiliary pieces of equipment like row locks will be stored in a secure metal box fixed to the floor of the hut. This box and each of the boats will be secured by a combination lock requiring the code number 1956. It is responsibility of the last member(s) using the equipment to ensure boats and the metal box are securely locked when the fishing period is over.
Members are allowed to use their own small outboard or electric motor, ideally engines around 3hp. Consideration must be given to other members who may be fishing from the bank, to keep speed and noise to a minimum.
Lifejackets must be worn by all persons using the boat and they must be worn on the top of any other clothing. Check the condition, adjust the straps to suit your size. Check the condition of the boat and bale out any water prior to launching. Familiarise yourself with all the equipment and handling of the boat in the prevailing weather conditions before heading out into deeper water.
Please be aware of the following points of safety – be very aware of the prevailing and potential wind and weather, the reservoir is in a very exposed and windy valley.
Avoid the dam wall and particularly the overflow by at least 30 metres especially in a North wind and particularly when there is any water passing over the overflow. If it is very windy avoid using the boat.
Avoid landing the boat unless you are sure you know the area you aim to land particularly well. Some of the banks, especially at the north end of the reservoir are muddy, slippery and are the edge of a very steep drop into deep water.
Do not take any risks. If you are unhappy with the conditions when you arrive, do not use the boat, fish from the bank and have a go on the boat another day.
Finally before you leave the reservoir, fill in the catch return sheet in the hut.
The Fishing At The Helwith Bridge Fly Fishery

The committee have arranged with the Owner of Helwith Bridge Fly Fishery for members of the Association to Fish the water on a maximum of three occasions at a 50% subsidised rate. This concession will apply to full or part-day permits with a prescribed fish limit or to a sporting ticket returning all fish, the rules covering this arrangement are set out below.
LONG PRESTON (Cow Bridge fishing) Right bank only
Settle Anglers Members and Guests only.
Park where you can at Cow Bridge, walk through the field on the right bank along the path, over the little bridge over a dyke, down to the next fence where the fishing begins, marked in green on our map. To further encourage restraint, the fishing on this top section of river, marked in green on the map, will be with a fly as per the terms of the renewed 2015 lease. Settle Anglers’ waters are on the right bank of the river (looking downstream) and the top limit is at the fence one field down from Cow Bridge. This part of the fishery runs for approx. 700 metres down to Low Laithe Barn fence, from this point we do not have the fishing on the next short field where after our fishing resumes downstream through Deepdale Wood to join up with our existing fishing approx. 1 mile below. This upper section of the fishing is in places heavily tree lined and access difficult. It is probably best gained by crossing the river if conditions will allow and fish the waters from the Arnford side (left bank), but be aware of the possibility of the river rising as it will be a very long and awkward walk to return to your car; below the Gauging weir access to fish the pools can be gained from either side of the river as the number of trees diminish, fishing on the right bank ceases as previously at the fence 100 metres above Old Close Plantation. Mr Yorke will now allow us access on the right bank, walking around Old Close Plantation, to fish the right bank of the Sleeper pool and above when the water is high but cars must be parked as usual at Pan Beck Farm. Not at Halton West Bridge.
Access to some sections of the fishery may be available from the Deepdale Head to High Scale Farm road from Cow Bridge but parking for more than the odd car may be very limited.
Wenning Fishing Rights
We no longer have the fishing rights from Clapham Station road bridge until some 50 metres above the Railway Viaduct.
The club has obtained two complementary sets of fishing rights on the River Wenning beyond Clapham Station. One is owned by club, the other rented.
The map shows the extent being almost 2 miles on the Wenning.
Access is available from 15th March to 31st October.
Cars may be parked at Hazel Hall Farm or in daylight hours only at Wenning Side Farm. Further parking is available near Wenning Bank Bridge and also near Clapham Woods. Combination lock number if required 1583.
To get to the river from Hazel Hall Farm – cross the field and pass under the railway bridge.
From Wenning Bank Bridge direct access to the top of our length. We can cross the fields from either the Wenning Side car park or the Clapham Woods car park.
Only 6 rods allowed at any one time on Hazel Hall Farm.
Guest Tickets – three guest tickets allowed to members each year, members MUST accompany their guests. Please see Rule 5 for conditions.
Bowland Game Anglers have retained the right to use two rods on the Hazel Hall (right bank) of the river.
THE FISHING AT KNIGHT STAINFORTH FARM/CARAVAN PARK
This fishing is on the right hand (west) bank and extends downstream from Stainforth Packhorse Bridge, some 150 metres above the Foss pool, to join up with our existing fishing at Robin Hoods wood some 700 metres above the Stone Works. Often, over the holiday periods, the river may well host many people enjoying other activities, both on and in the water, and members should bear this in mind when planning visits to this stretch. Apart from 2 tickets which the owners can allow at their discretion, Settle Anglers do have the rights to the fishing so it is sensible for members fishing the water to check the rights of any other person fishing there.
3 In addition to our usual fishing methods, to assist with the release of salmon, circle hooks must be used when worm fishing. Shrimp fishing will only be allowed on Knight Stainforth Farm waters.
4 Special care should be exercised when approaching these waters, especially the pools around the Foss and the pool below, the Long Eel. They all are deep and dangerous, so dangerous that the committee from this season have ruled that members should not fish the Foss pool and certainly not use the metal ladder to land salmon, any member breaching this rule does so entirely at their own risk. Be aware of Health and Safety advice and, if doubtful, consider the use of a buoyancy aid. Remember that smooth limestone rock is particularly slippery when wet.
Suggestions for the Well-being of all Members
1 No member should monopolise any particular part of a pool when others are waiting to fish.
The person already fishing should move steadily in order to allow others to follow on.
2 No member should commence fishing immediately above or below a person who is already fishing. A distance of one hundred yards from one who is already fishing is suggested as a fair starting point.
3 The advantage of moving quietly, especially on gravel beds and stony approaches cannot be over-emphasised.
4 In the interest of the farmer, through whose land our water runs, members are requested not to bring dogs with them, and not to damage gates, fences, and leave no litter.
5 The waters are to be approached only be recognised access and trespassing is to be avoided.
6 When fishing Arnford Water from Halton West, members are requested to park on the grass at the side of the road leading down to the farm buildings, NOT on the hardcored area used for turning the milk tanker. Access to the fishing is either through the buildings to the left and follow the track across the meadow or to the right and follow the fence through the edge of the wood. If you are unsure please check with the farmer or with another member. Do not access either bank of the river from Halton West Bridge.
7 Pollution. Members should report pollution of the river direct to 0800 80 70 60.
8 Members are requested to display the Bag Tag, Badge and Car Window Sticker in a prominent position at all times to assist in identifying membership.

Beware, carbon fibre fishing rods or wet flylines conduct electricity which can cause death.
Always carry rods parallel to the ground.
Take extra care when negotiating stiles under power lines; concentrate on the position of your rod.
Check points on the map where power lines cross the river.
When fishing into hours of darkness, survey the area you intend to fish during daylight hours for overhead power lines.
Warn other people fishing near overhead power lines
Avoid if possible areas and pools where overhead power lines cross the river.
Take extra care when fishing with long salmon fly rods 12’–15′ not only where power lines cross the river but where power lines cross footpaths and access points.
Conservation is paramount today. It is recommended that wild trout and salmon are returned quickly to the water after capture, photographing, measuring etc. as these fish are our future brood stock and need to be preserved at all costs. I would also recommend we try to debarb the hook which will go a long way to assisting a quick release and prevent serious damage to the mouths of all juvenile fish especially salmon parr and smolts who are voracious feeders.
Spinning for salmon only allowed when the river height is above 0.8 metres, Fly fishing being the preferred method throughout the season.

The aim of this condensed version of the RAA membership book is to assist you when you visit our waters on the two daily rod exchange agreement.
We hope that you enjoy our waters and use this excellent arrangement which has been operating since 1995. Our members are there to offer advice and they are always happy to do so.
